ANNUAL NOTIFICATION OF REFERRAL FOR HIGHLY CAPABLE SERVICES
The referral window for participation in Quilcene Highly Capable Services for the 2026/2027 school year is 10/1/2026 – 10/23/2026. Anyone may refer a student including parents, teachers, other staff, students, and members of the community.
Highly Capable Services are designed to address the needs of highly capable students in grades K-12.

Multi-Disciplinary Team
The MDT selection committee to determine eligibility for highly capable services will consist of the following professionals:
- A special education teacher
- A school psychologist or qualified practitioner to interpret cognitive and achievement test results
- A certificated coordinator/administrator responsible for supervising the district’s High Capable Program

Qualifying Criteria

CogAT Screener |
>80th (age) percentile take the post-screener |
|
CogAT Verbal SAS |
>93rd (age) percentile -OR- |
|
CogAT Quantitative SAS |
>93rd (age) percentile -OR- |
|
CogAT Nonverbal SAS |
>95th (age) percentile AND a corresponding high verbal or quantitative score (>90th percentile) |

Other Methods |
MDT will review all other documentation to determine eligibility |

Transfer Students |
|
Students who transfer in from out-of-district and have qualified in that district's highly capable program are automatically eligible for Quilcene's highly capable program. |
|
Parents must: |
|
*Provide test scores and/or placement letter from previous district |
|
*Provide written consent for services in Quilcene School District |
Notification Process
All parents will receive a decision letter notifying parents if their child qualifies for highly capable services.
Decision letters will include
- MDT decision
- District eligibility criteria
- Student CoGAT scores
- CoGAT parent page regarding student scores
- Appeals process
- Highly Capable placement permission form (only for eligible students)
Appeals Process
Parent(s) will fill out the appeal form. Retesting will occur within the proper timeline
Students may re-test the CoGAT given the following conditions
- It has been over 6 months since the student last tested AND
- The student is enrolled at least one grade higher than when they tested prior
Program Evaluation
Annually:
- Surveys sent to parents, staff and students
- State testing data focusing on both achievement and student growth
- District assessment focusing on both achievement and student growth
